install XoopS and the XoopSForge plugin, both available at SourceForge I think.

I mean a functional one. I installed xoopsforge 2.0.7 on xoops 2.0.3 and install.php doesn't work.

it didn't work? weird, I've had it running without a problem some time ago. don't use it anymore, but it worked fine.

check their docs and ask on their forums. you might just have missed something, or you might just have discovered a bug ;)
