and this scrpit allow me to limit like ( subdomain , 1 database , 1 ftp .. etc

i now free host scprtis written in perl

but i wanna this in php language

For making a hosting service like this (subdomain , 1 database , 1 ftp .. etc), you need to like install a Control Panel like CPanel, Ensim, etc into your server.

no.. there are some free ones.

try finding from webhostingtalk.com they have a list of free control panels.

if you wanan webhost, BUY a good one, don't take a free one.
