Can anyone make me a download system that I can FULLY edit. Like categories, downloads obviously, I would also like a compatibility for top 10 downloads on my homepage. And anything that springs to mind that you could add for me.

Have you looked at www.dlman.com? Some of the features that you requested are not built-in, but it may be easier (and therefore cheaper :)) to add them, rather than having an entire script built from scratch.
